For work place success Job One in El Dorado County has a
full menu of proven programs and practices for both job
seekers and employers.
We offer many free services to get small business owners
on the road to reaching the goal of more business. Our new
campaign, Job One, One-Stop' for small business, will
translate to more jobs, more income, increased wealth and
capacity in regional El Dorado County, including our rural
hometowns, said Gail Saylor, 53, newly appointed chief
executive officer of Job One.
Multi-tasking and Job One are synonymous. Job One
provides comprehensive, integrated resources and services
for both employers and the workforce. The mission is to have
a partnership of public agencies, private enterprise and the
community at large. The focus is strengthening the economic
health of El Dorado County. El Dorado County business has identified education as a top
priority to ensure our competitive future. A strong economy
depends on an educated, skilled workforce. For quite some
time county businesses have been asking for a positive way
to help prepare teens for work. Career technical education is creating more ways for business to get
involved in education. Job One's Pro-Teens initiative provides real opportunities for teens, said Saylor.
For effective use of resources, understanding of purpose, roles and responsibilities we nurture partnerships
among regional employers, students and schools. The focus of Pro-Teens is connecting academics and life
skills learned through school, with career exploration, work and the community, said Saylor.
Clearing house
Acting as a clearing house Job One worked with local judges, teachers and private employers to create Pro-
Teens to help students learn more about working in El Dorado County. Many teens who try to find a job are
not successful according to Job One records. Job One is facilitating the need for getting active and
experiencing a hands-on learning process. Pro-Teens classes cover all the things an individual needs to do when looking for work. Students visit
several employer sites where the teachers are actual employees of the company the student visits. They
learn what it takes to get and keep a job.
Pro-Teens students learn how to look for a job, how to write a rsum, how to prepare and practice for job
interviews, how to improve work skills and why a high school diploma leads to better employment
opportunities.
The Pro-Teens program is a win-win scenario for job seeking teens and employers, said Saylor.

high schools, regional occupational program, vocational and technical high schools, area vocational
centers, and Folsom Lake College campuses offer career and technical education programs.
Career and technical ed
Career and technical education is evolving from its original and sole approach on preparing students for
work immediately following high school. Today's career and technical education program increasingly
incorporates rigorous and challenging academic content standards and provides a non-duplicative sequence
of courses leading to an industry-recognized credential or certificate, or an associate or baccalaureate
degree.
Estimates for the 10 year period of 2004-2014 predict the economy will continue generating jobs for
workers at all levels of education and training. Growth rates are projected to be faster for occupations
requiring a post secondary award, a vocational certificate or other award, or an associate or higher degree,
than for occupations requiring less education or training, according to the Bureau of Labor Statistics.

business success, said Saylor.
Under the leadership of Saylor Job One received three grants.
An economic development block grant for an micro-enterprise assistance program awarded November
2006. A workforce development program for business services awarded December 2006, and PG&E
awarded Job One $7,500 for Mercy Housing White Rock Village Apartments providing personal
computers and job training.
The small business is the backbone of America. I have a passion for small business success, said Saylor.
Micro-enterprising
Job One's micro-enterprise assistance program is an opportunity for business training. The program
provides training, technical assistance and advisory services for enterprise development throughout the
county. The program is an innovative entrepreneurial development strategy focused on generating quality
jobs in the community.
El Dorado County small businesses planning to grow their business can receive free services from Job One.
Job One provides human resource help, no cost CalJOBS listings, database of job seekers, employee
qualification assistance, hiring events and pre-screening, employer resource library, labor market
information, downsizing lay-off assistance, business meeting places, interview and training facilities, tax
and bonding assistance, work opportunity tax credit information, on-the-job training and fidelity bonding
state program.
Job One also has special programs that include topical seminars such as marketing basics, improving
profits, hiring and firing, business plan reviews, business polices and procedures and business-to-business
networking.
Integrated approach
Job One was created in 1997 to implement a single integrated approach to encompass the individual efforts
that had previously been undertaken, including but not limited to: school to work and career, welfare
reform and work force development as well as the original effort identified as Job One.
With limited resources in both the public and private sectors, all assets were needed in order to maximize
and realize the greatest potential for economic growth in El Dorado County.
The Job One board of directors membership is made up of 51 percent private business, and 49 percent
public agencies representatives.
CEO Saylor is Job One's only employee, all others are contracted. Saylor joined the board of directors six
years ago. Previously employed by Xerox for 17 years she started as a tech person servicing machines.
At the time Xerox had lost their market share to other companies. To take back their market share Xerox
taught quality. The emphasis was on management behavior, organizational development, strategic planning
and customer satisfaction.
In 1997 Saylor moved from Xerox, a corporation of 150,000 employees to International Building Services
with 1,500 employees. She was employed by IBS for years serving as vice president of quality and strategic
planning before launching her own business consulting firm.
Partnerships
Job One, Folsom Lake College and the Sacramento Business and Economic Development Center are
working in partnership to develop strategies that strengthen workforce development, and enhance the
academic performance of students. This helps to insure economic development and prosperity improves the
quality of life to live in El Dorado County region and its rural communities.
